This weapon is one of the many things Cerberus was working on and was finally tested during an encounter against the Geth. In the original release, Shepard receives an email from Illusive Man about the weapon and how it was obtained afterward, it will appear in Shepard's arsenal. It's unlikely this service will be part of the Legendary Edition, so the Arc Projector will likely be given to the player after the prologue quest or first encounter with the Illusive Man. This one was obtained by simply signing up for Mass Effect 2's Cerberus Network, a news service that originally came with the game.
